Doug Billings

Senior Counsel

Bio

For more than 30 years, Doug Billings has represented businesses, business owners, and individuals in high-stakes litigation involving substantial financial interests, valuable property, and serious personal injuries. His practice at Thorsnes Bartolotta McGuire includes business and real estate litigation, eminent domain, medical malpractice, personal injury, and wrongful death.

Doug began his legal career at Thorsnes Bartolotta McGuire in 1994, shortly after graduating from the University of San Diego School of Law. One of his earliest and most significant cases was Foodmaker v. Vons, a closely contested lawsuit brought by the parent company of Jack in the Box following a widely publicized foodborne illness outbreak.

Doug spent several years working on the case, which involved substantial lost-profit claims against suppliers of contaminated meat. His work contributed to a $58.5 million settlement and helped establish his reputation for handling major commercial disputes, including litigation where the future of a business could be at stake.

After leaving the firm in 1999, Doug continued representing businesses and real estate interests across the country. His clients included major hospitality companies, real estate developers, regional homebuilders, investment companies, and landowners. He handled litigation in state, federal, and bankruptcy courts.

Doug's career has extended well outside the courtroom. He spent two years in Washington, D.C., as Director of Regulatory Affairs for the U.S. Chamber of Commerce. He later served as in-house counsel for Boyd Gaming Corporation, a Fortune 1000 company and one of the nation's largest casino and hotel operators.

He has also worked as a licensed commercial real estate salesperson, giving him firsthand experience with the transactions, investments, and business decisions that frequently become the subject of litigation.

In 2026, Doug returned to Thorsnes Bartolotta McGuire, drawn by the firm's longstanding commitment to representing people and businesses harmed by the actions of others. His return marked an expansion of his practice into personal injury, medical malpractice, and wrongful death litigation.

Doug has continued his education throughout his career, earning a master's degree in Gaming Law and Regulation from the William S. Boyd School of Law at the University of Nevada, Las Vegas, and a certificate in Hotel Real Estate Investments and Asset Management from Cornell University.

He also completed extensive training in the theory and practice of mediation and regularly volunteers as a community mediator through the National Conflict Resolution Center.

Doug is licensed to practice law in California and Nevada and holds an inactive license in Ohio.

His connection to Thorsnes Bartolotta McGuire is personal as well as professional. Doug met his wife, Lisa, while they were both working at the firm during his first tenure. They have two adult children.
