Dr. Southern alleged that UCSD breached its contract to administer her grant and provide her with mentoring during the grant period.

Full taking of Defendants' property, which was, and had always been, occupied by a tenant.
Defense:
State contended property was run down, lacked permits for improvements and had value of only $1,000,000.00. Defendants contend value was much higher, and that comparative sales approach to valuation was inapplicable because the property was unique.
Specials: Value of property and improvements was disputed.
Offer: $1,000,000.00
Settlement Amounts:
The parties settled prior to trial for $2,750,000.00, plus interest from the time the State took possession to the date of payment for total settlement amount of $2,790,711.00. State's pre-condemnation offer was $1,000,000.00.
